A career in Further and Higher Education brought Eleanor in 1980 to LSU College on the Avenue. As European Projects Director she worked closely with the City Council and Chamber of Commerce on international projects. Her teacher training role took her into the city's primary and secondary schools.

Eleanor later moved to work as a Project Manager for the NHS Information Authority based in Winchester, where she experienced first-hand successive disruptive changes to the Health Service.

Subsequently she returned to an administrative role at Southampton University, where she also completed a postgraduate diploma in Business Administration.

A committed internationalist, she spent two years after leaving university with Voluntary Service Overseas in Sri Lanka. Later she spent a year as an exchange teacher in Quebec Canada. Eleanor also lived and worked for two years in France, and has always felt at ease with the multiple identities of British, European, and global citizen.

She is an active campaigner on environmental issues and climate change. Eleanor says: 'With its geothermal resources and potential for wave and tidal energy, Southampton is poised to become one of the greenest cities in the south of England. Ilook forward to pressing forward the renewable energy agenda. I am also passionate about preserving our environment, including our historic heritage'. She is a member of Hampshire and Isle of Wight Wildlife Trust, and a Trustee of Hampshire Buildings Preservation Trust.

An experienced campaigner, Eleanor has spent 12 years in local government as a Parish and District Councillor, including a period as Portfolio Holder for Environment, Planning and Transport.

Eleanor is married with two grown-up children. Her husband trained at Southampton Technical College (now City College) and, after a period at sea, moved into Further and Higher Education, finally taking up a post at Southampton Institute of Higher Education, now Southampton Solent University.

    The Liberal Democrats have hit their highest ever number of members, eclipsing the high watermark of 101,768 set in 1994.

    More than 14,000 new members have joined the Liberal Democrats in the two weeks since the General Election was called. More than 50,000 members have joined since last year's European referendum and nearly 70,000 since the 2015 General Election.

    Responding to today's news that Southampton's Labour administration are proposing to cut school crossing patrols, Lib Dem Parliamentary spokesperson for Southampton Itchen Eleanor Bell says;

    "There is nothing more important than the safety of our children. When I was a child, the local bobby saw us across the road - they've been cut. They were replaced by the lolly pop man/woman - they've been cut. Time to protest about the cuts being handed down from Tory central government."

    Responding to Prime Minister David Cameron's apparent ignorance of the effects his Governement's budget cuts are inflicting in correspondence with a Conservative Council leader, Southampton Parliamentary Spokespersons Eleanor Bell (Itchen) and Adrian Ford (Test) say;

    "This Conservative Government is plunging our country into a downward spiral from which we may never recover."

    MPs including Conservatives Royston Smith (Southampton Itchen) and Caroline Noakes (Romsey & Southampton North) have voted against an amendment to the Government Finance Bill that could have paved the way to removing the tax on female sanitary products.

    Eleanor Bell, Liberal Democrat Parliamentary Spokesperson for Southampton Itchen, commented "It's an absolute nonsense that men's razors are exempt from tax, and tampons and sanitary towels are not. These products are not 'luxury items' as they are classed at present, but essential items."

    Southampton City Clinical Care Commissioning Group is again looking into closing the Bitterne Walk-In Centre.

    Liberal Democrat Parliamentary spokesperson for Southampton Itchen Eleanor Bell says;

    "This is a well-used and well-regarded local facility, and is in fact the only out-of-hours treatment centre on the East side of the City. Repeated attempts by the Clinical Care Commissioning Group to close it show how unconcerned they are with the well-being of residents."
